The Board received two appeals on August 10, 1990, and September 13, 1990, respectively, from Southwest Hazard Control, Inc., arising from a contract it had entered into with respondent, the General Services Administration, for asbestos abatement at a government building. Disputes arose between the parties over tile replacement, Prompt Payment Act interest, constructive changes, termination for convenience costs, and profit. GSBCA 10763 involves a $519,590.77 claim denied (except for $941.90) by the contracting officer on May 11, 1990. GSBCA 10827 involves a $35,243.04 claim for settlement proposal expenses denied by the contracting officer's decision of September 5, 1990. The parties' use of alternative dispute resolution techniques resulted in a settlement. The Board has received the parties' settlement agreement and a request for the Board to issue a decision pursuant to Board Rule 36(e).
