Inc., on October 1, 1991, from a final decision by the General Services Administration contracting officer concerning the termination for default of a contract for rollerball pens. On December 6, 1993, the Board received the parties' joint motion to dismiss the appeal, which provided: Pursuant to Board Rule 28(a), Appellant, joined by Respondent, moves the Board to dismiss this appeal with prejudice. Appellant and Respondent have entered into a settlement agreement, resolving all issues concerning these appeals [sic].
