Martin A. Hom, Office of General Counsel, General Services Administration, Washington, DC, counsel for Respondent. Board Judge NEILL. ORDER This appeal was filed by SUNDEX, LTD. (appellant) on April 1, 1992. It involves a contract entered into with the General Services Administration (GSA) for certain renovation work to be performed at the John W.
