ORDER On June 30, 1992, Carl Colpitts (appellant) appealed the termination for default of a contract for the purchase of an automobile from the General Services Administration (GSA). Appellant also contested GSA's assessment of liquidated damages in the amount of $820. The Board docketed the appeal on July 7. On July 21, GSA filed a motion to dismiss for lack of jurisdiction. Appellant filed an opposition to the motion on July 29. Shortly thereafter, the Board convened the parties in a telephonic conference to discuss the pending motion. Following a short discussion, the Board issued an order staying proceedings for a two-week period while the parties explored the possibility of settlement. The Board is now in receipt of a joint stipulation for voluntary dismissal of this appeal with prejudice pursuant to Rule 28(a). The stipulation incorporates a settlement agreement previously executed by the parties which we, by virtue of their agreement, likewise incorporate into and make a part of this dismissal order.
