ORDER On November 1, 1988, appellant, TGS Technology, Inc., was awarded a contract for patent documentation and reclassification and file maintenance support functions. On November 23, 1992, appellant appealed a contracting officer's final decision denying its claims for labor and equipment costs arising from changes to the scope of work. On April 1, 1993, the parties filed a stipulation of dismissal with prejudice stating that the parties had reached a settlement of all issues through an executed contract modification.
