                                 ORDER
 
        President  Container, Inc.,  filed this  appeal  on May  20,
   1993, from  the contracting  officer's decision  of February  25,
   1993.   The  contract was  for  the manufacture  and delivery  of
   various types of corrugated shipping boxes.  GSA alleged that the
   adhesive used  by President in the manufacturing process of these
   boxes did not meet federal specification.
 
        On February 7, 1995, the  parties filed a joint motion under
   Rule 28(a) for  a dismissal with prejudice.   The Board DISMISSES
   WITH PREJUDICE the appeal.
