ORDER This appeal challenged the Government's assessment of excess reprocurement costs resulting from its default termination of appellant's contract to furnish certain hand tools to the Government. Appellant has not filed a complaint in this matter which resulted in the issuance of an order against appellant returnable on October 16, 1995, directing appellant to show cause why this appeal should not be dismissed for failure to prosecute.
