                                 ORDER
 
        On September  3,  1999,  appellant,  Trataros  Construction,
   Inc., filed a notice of appeal in connection with a dispute under
   contract  no. GS-02P-DTC-0033(N).  On January 19, 2000, appellant
   filed a letter withdrawing its appeal.
 
        Accordingly,  this appeal is DISMISSED WITH PREJUDICE.  Rule
