The Military Traffic Management Command (MTMC) seeks reconsideration of our decision in Tri-State Motor Transit Co., GSBCA 13839-RATE (Apr. 18, 1997). MTMC relies on alleged new evidence for the proposition that a default released value of $20,000 did not apply. The new evidence is an affidavit from a traffic management specialist dated April 30, 1997, explaining that the shipped ammunition trailers were without wheels. MTMC's request for reconsideration is denied. MTMC has not demonstrated that the characteristics of the shipped items were incapable of being ascertained before April 30, 1997. The proper time to present relevant information is while the case is pending before the Board--preferably in the initial administrative report from the agency--not after the Board has issued its decision. _________________________ ANTHONY S.
