On May 19, 1997, claimant, Tri-State Motor Transit Co. (Tri-State), filed the instant case seeking $2,909.48, or alternatively $175.73, relating to transportation services provided to the Department of the Navy under Government bill of lading E-0,786,084. On February 13, 1998, claimant withdrew its primary claim for $2,909.48, but continued to maintain its alternative claim.
