   DeGRAFF, Board Judge.
        The claimant, C.  I. Whitten Transfer Co.  (Whitten), sought
   payment  for additional transportation  charges.   The Government
   agreed to pay the claim and issued a certificate of settlement on
   July 25, 1997.  Whitten was provided a copy of the certificate of
   settlement on March 9, 1998.  The Board dismisses this claim.
