Woodley, a civilian employee of the Department of Defense (DoD), asked the General Accounting Office (GAO) to review DoD's decision to deny him a living quarters allowance (LQA). GAO transferred this matter to us when we were given the authority to decide claims for expenses incurred by federal civilian employees for travel, transportation, and relocation. As we explained in Donald E. Guenther, GSBCA 14032-RELO (Feb. 6, 1997), chapters 57 and 59 of title 5 of the United States Code draw a distinction between LQA and the expenses of travel, transportation, and relocation. Because we lack the authority to decide this claim, we are dismissing it from our docket and transferring it to the Office of Personnel Management for resolution. ____________________________ MARTHA H.
