     After telephone conversations with Ms. Gabbert and Ms.
Burford, it appears that this claim is premature.  Under our rules,
any claim for entitlement must first be filed with the claimant's
own department or agency.  The agency shall initially adjudicate
the claim.  A claimant disagreeing with the agency's determination
may request review of the claim by the Board.  Board Rule 401.  Ms.
Gabbert must first request the additional time for temporary
storage from the agency involved.  If she receives an adverse
determination by the agency, she may then file here.
