William Goggins, a civilian employee of the Department of the Navy, submitted to his agency a claim for overtime pay in connection with a change of permanent station from Pensacola, Florida, to Cherry Point, North Carolina. When the claim was denied by the Navy, Mr. Goggins filed a grievance in accordance with the applicable collective bargaining agreement. The union agreed to hold the grievance in abeyance until the Board could review the situation and provide advice as to whether the claim for overtime pay should be granted. Unfortunately, the request has been filed at the wrong forum. The Board's authority to review claims filed by federal civilian employees (and to render advance decisions at the request of agencies in connection with such claims) is limited to claims for expenses incurred in connection with official travel or relocation. Claims involving federal civilian employees' compensation (including overtime) and leave are reviewed by the Director of the Office of Personnel Management (OPM). 31 U.S.C. 3702 (West Supp. 1998); Darrell R.
