Golla, is a civilian employee of the Department of Defense. As the result of a permanent change of station (PCS) move, he sought reimbursement of real estate expenses incurred in the purchase of a new residence. The agency denied reimbursement of the Department of Veteran's Affairs (VA) funding fee associated with the purchase of the residence, as well as all other amounts claimed. He has requested that this Board review the agency's determination with respect to the VA funding fee.1 In his request for review, claimant states: [The agency did not consider] the VA funding fee . . . reimbursable per Joint Travel Regulations (JTR), C14002-a.4.b.(7). The pamphlet for permanent change of station (PCS), DFAS-CO 1404.1-PH, page 22 contradicts the JTR. In this pamphlet, VA fee for the loan application is an allowable reimbursable expense[ ] . . . . The pamphlet to which claimant refers does state, as claimant alleges, that a "VA fee for the loan application" is "typically reimbursable." Apparently, claimant confuses the VA funding fee with the loan application fee. While a loan application fee for a VA loan is reimbursable pursuant to JTR ____________________ 1 Claimant has not requested a review of the agency's determination to deny reimbursement of other amounts claimed. 2 C14002-A.4.a.(1), the VA funding fee is not a loan application fee, and is specifically listed as a nonreimbursable item in JTR C14002-A.4.b.(7). This section of the JTR references a decision of the Comptroller General, 64 Comp. Gen. 674 (1985), which sets forth in detail the reason for the nonreimbursablility of this funding fee.
