        The agency had  requested a ruling on whether  the claimant,
   Dwight H. Blackstone, is entitled to retain a  relocation advance
   received in conjunction with a relocation.  Rule 502.  The agency
   has  withdrawn its  request for  a determination  by this  Board.
   Accordingly, this matter is dismissed.
