        James  H. Howie  asked us  to review the  Defense Commissary
   Agency's  decision to  deny his  request for  reimbursement of  a
   funding fee.  On March 29, 2001, the Board received a letter from
   Mr.  Howie withdrawing  his  claim.   Accordingly, this  claim is
   dismissed.
