HYATT, Board Judge. Claimant, Robert H. Skoglund, was transferred by the Navy from Puget Sound, Washington, to the Naval Shipyard in Pearl Harbor, Hawaii. His claim concerns entitlement to temporary quarters subsistence expenses incurred in connection with his relocation to Hawaii. In reviewing and responding to Mr. Skoglund's claim, the Navy determined that he was entitled to the additional amount of $753.63, which it deposited to his account. On March 22, 2005, the Board forwarded a copy of the Navy's response to Mr. Skoglund and asked him to advise whether this additional payment resolved his claim, and, if it did not, to identify what amounts remained in dispute. Mr. Skoglund did not respond to this letter. In a second letter, dated April 26, 2005, the Board again asked Mr. Skoglund to inform the Board whether the Navy's actions had resolved his claim. This letter, which was sent next day delivery, further informed claimant that if the Board did not hear from him by May 4, 2005, it would assume that the Navy's payment had resolved his claim and would dismiss the matter.
