        SSGT Timothy  A. Logan,  Accounting and  Finance, Charleston
   Air  Force  Base,  Charleston, SC,  appearing  for  Department of
   Defense.
   VERGILIO, Board Judge.
 
        By decision dated December 9, 1997, the Board concluded that
   the  claimant,  Mr. Kelly  A.  Wells, had  failed  to demonstrate
   entitlement to  additional compensation for expenses  incurred by
   his  dependents following  evacuation from  Saudi  Arabia to  the
   United  States.   The  claimant  has submitted  comments  on that
   decision   which   have   been   treated   as   a   request   for
   reconsideration.  After suggesting additional items for the Board
   to consider, the claimant states  that the authority of the Board
   might  not allow a favorable decision where the reimbursement was
   the maximum allowed by regulation.  The claimant is correct.  The
   Board may  not find  entitlement in excess  of that  permitted by
   statute and  regulation; the Board  lacks the authority  to waive
   statutes  or  regulations.   The  Board  denies  the  request for
   reconsideration.
