GOODMAN, Board Judge. Claimant, Ace R. Anderson, a civilian employee of the Army Corps of Engineers, has requested that this Board review his submission and provide the following relief to himself and all employees1 with a duty station on the dredges Essayons and Yaquina: 1) A ruling that the Corps of Engineers, Portland District, be required by this Board to change the official duty station for employees of the two dredges; 2) That travel expenses and per diem be paid by the Portland District between the official duty station (as defined by the employees SF-50B) and the dredges; 3) A ruling that time spent by employees while in transit to and from the official station to the dredges be deemed "hours worked"; and 4) An advance ruling that these employees be entitled to continued payment of travel expenses in the event of subsequent change in law or regulation. The Board lacks jurisdiction in this matter. Board Rule 401 reads, in relevant part: (b) Types of claims. These procedures are applicable to the review of two types of claims made against the United States by federal civilian employees: ____________________ 1 There is no indication in claimant's submission as to the identities of these other employees, nor any documentation which substantiates claimant s alleged representative capacity to file a submission on their behalf. 2 (1) claims for reimbursement of expenses incurred while on official temporary duty travel; and (2) claims for reimbursement of expenses incurred in connection with relocation to a new duty station. (c) Review of claims. Any claim for entitlement to travel or relocation expenses must first be filed with the claimant's own department or agency (the agency). The agency shall initially adjudicate the claim. A claimant disagreeing with the agency's determination may request review of the claim by the Board. The submission of the claimant is not a request for reimbursement of expenses incurred while on official temporary duty travel or in connection with relocation to a new duty station. There is nothing in the record that indicates that claimant has submitted such a claim to the agency, or that the agency has adjudicated a claim for which claimant may request a review. Rather, claimant requests this Board to review a determination of the agency as to the location of his official duty station, to order a change in the designation of his official duty station, and to make general rulings which he believes should result from that change in designation.
